Da Nang Department of Planning and Investment has proposed City People’s Committee to follow up project for surveying and collecting data on port development research in Da Nang sponsored by JICA (Japan).

Perspective of Lien Chieu Port

On 03rd  June 2020, Da Nang Department of Planning and Investment has proposed to the City People’s Committee to be allowed to follow up a survey project to collect port development research data in Danang funded by the Japan International Cooperation Agency (JICA). At the same time, the Department of Planning and Investment was assigned to coordinate with the related departments and branches to collect feedback to this Project Agreement.

According to Da Nang Department of Planning and Investment, they sent a letter to JICA asking for support to develop Lien Chieu port project, port urban area planning and other related programs and projects. After a process of discussion, JICA agreed to support Da Nang City to implement the Survey Project to collect research data of the Port

The project scope is to review and collect data on Lien Chieu port project and port development plan; proposing strategies for planning port development and surrounding areas; 2025-2040 port planning; proposing a proper connecting  route to Lien Chieu port and existing road infrastructure. Evaluating the feasibility of percentage of public investment against private investment (including the scope of pre-feasibility study and calling for investment from private sector basing on Vietnamese regulations)Development Project in Danang.

The research results are the basis for JICA to continue reviewing and supporting the Pre-Feasibility Study Report of Lien Chieu Port Project (including calling for private investment) under the provisions of Circular No. 09/2018 / ND-CP dated February 18, 2018 of the Minister of Planning and Investment, guiding a number of articles of the Government’s Decree No. 63/2018 / ND-CP of May 4, 2018, on investment in the form of public-private partnerships and related projects and programs.

Funding for the implementation of a survey project to collect data on port development research in Da Nang is 50 million Japanese Yen (equivalent to VND 11 billion). JICA directly selects consultants to conduct research, manage and use capital of the project. Implementation time is from July to November 2020.

Lien Chieu port investment and construction project consists of 2 parts: the shared infrastructure, which is planned to be invested by the State budget and another part requires calling for investment, which are ports, container yards, centralized warehouses, logistics area, post-port logistics service area, equipment procurement and port city formation.

For the shared infrastructure, the City People’s Committee proposed to invest in the infrastructure system for the development of the original 2 berths, capable of handling 100,000-ton general and bulk cargo ships; container ships with a capacity of 6,000 – 8,000 TEU; to ensure the throughput of 3.5-5 million tons / year and develop the next berths as planned.

It is expected that the total investment will be VND 3,426 billion, of which construction cost will be VND 2,995 billion, and the rest will be for site clearance, project management, consulting and provision. Da Nang City is expected to contribute 12.6% of the total investment from the local budget from 2021 to 2025; The rest will be funded by the Central budget.
